The logic of the layout of the wheel

At both the wheel at American Roulette and/or European Roulette the wheel of the order of the figures is different from their successive value and at both roulette wheels the order is also completely different. But still not random, the order of the figures determine why the Roulette game is in balance is and why the probability of the outcome is as stable as it is. The order of the figures is therefore completely thought out.
